A civil rights activist has been arrested by the police and taken to a
psychiatric clinic, stripping him completely of his civil rights in
the Former Yugoslav Republic of Macedonia (FYROM). The activist's name
is Vasko Gligorijevic. He was a member of the Slavic Philhellenic
Network. The group was set up a few months ago and published a few
articles in the American Chronicle, on http://blip.tv in a website
http://vardaraxios.wordpress.com and other internet media. About a
week after publishing an article criticizing the FYROMacedonian Prime
Minister Nikola Gruevski and a FYROM law forbidding historical
research on the identity of FYROMacedonians (article 179 of the
Criminal Code), Vasko Gligorijevic disappeared (on the 28th January
2009). On that day he left a message in an internet message board,
saying that the police was searching his flat and he was placed under
arrest.
The message spread like wildfire through the net. The responses of the
FYROMacedonian community were tinted with indignation. At first it was
said he does not exist…

When, however, legal documents he submitted to the FYROM judiciary
were circulated on the web affirming he was a real person, the
responses changed. He was now an enemy of the state who had to be
destroyed:

"After writing so much shit, Vasil Gligoroff (aka Vasko Gligorijevic)
is finally where he belongs, in jail. I think he will keep his dirty
mouth shot after a few days spent with real criminals as their bitch.
He was warned to stop shitting around but he couldn't stop and he
eventually got what he deserved. He was lucky nobody took the crap out
of him before!"
That he had been warned is probably significant. The prevalent view
from FYROM that weekend was that it was about time he was arrested. It
is also interesting that the poster of the comment above was aware
that Vasko had changed his name from a Bulgarian to a Serbian name,
something few would have known at the time. The question of his
whereabouts and whether he had been charged with an offence was raised
in the European Parliament on the 2nd of February

Amnesty International also became aware of the case. The position in
FYROM changed once again. It was now claimed he had not been arrested.
Rather the police had entered his home at two o´clock in the morning
only to take him to a psychiatric clinic. An article appeared in a
newspaper claiming he had been taken to a psychiatric clinic in
Skopje. It said "The psychiatric hospital Bardovci confirmed Vasil's
arrival. Vasil's neighbors spoke to the media and explained that
police were called in two years ago because of his problems."

Indeed, Mr Gligorijevic had been arrested two years ago at a time when
he had filed an Avernment pro se to the FYROMacedonian judiciary with
a note sent to a website that his submission "is legally equal to
"affidavit" and "can and will be used against you"". Briefly, he was
stating that
"XIX) By stating the facts in the previous chapter, to the uttermost
of my knowledge, the truth, nothing more, nothing less, without guilty
mind or in dissimulation, 1. I, Vasil Gligorov, as an act of free
will, […] do affirm these truths, remaining ready to prove them in
case of any challenge, being assured in them as a result of a
critical, open-minded study of the matters exposed, that: 2.
Macedonians were and are Hellenes, from their genesis in antiquity to
the present day. […] The existence of these Pseudomacedonians was
first brought by their "recognition", in spite of historical and
ethnologic realities, by the acts of the 53 illegitimate AVNOJ
organization. Many people, primarily conscious Bulgarians and also
Serbs and others, suffered by the post-WW II regime in Yugoslavia
because of their rejection of the forced "Macedonisation". The
wrongful Yugoslav intrusion into the 1946-1949 Civil War in Greece is
a crime, the motive of which was in accordance with the
Pseudomacedonian ideology of expropriation of the real Macedonia. 5.
The usurpation of Hellenic heritage and expansionist agenda by the
many Pseudomacedonians, including segments of their state, where the
fake doctrine of "Macedonism" is an official creed, is not only one of
the main generators of crisis in the Balkans, but it is a self-injury
of the Slavic Pseudomacedonians to their true, traditional heritages:
Bulgarian and Serbian. I, Vasil Gligorov, thereby, affirm that the
victory of truth and reason over the forces of Bolshevik
Pseudomacedonism will benefit Slavs of FYROM, Slavs in general, Greeks
and all other parties involved in these unfortunate circumstances."
The text, just as everything else Mr Gligorijevic has written, is
eminently lucid. Following that first arrest and brief imprisonment
some two years ago, he was released without consequences.
It proved impossible for outsiders, at least those sympathetic to his
cause, to make contact with him for days after his recent arrest. The
Slavic Philhellenic Network had stopped responding. Finally, in an act
of despair, a Greek psychiatrist from the University of Thessaloniki,
Cleanthes Grivas, decided to visit him. Along with him went a busload
of Greek citizens, human rights activists and a Greek journalist.
The bus arrived outside the clinic on the 17th of February. A crowd of
journalists had already gathered outside. The director of the
psychiatric clinic appeared behind a fence and Dr Grivas asked
permission to see one of their patients as a friend. The response of
the director of the clinic was that they may not have such a patient
"How do you know we have such a patient? I don´t know myself. We have
over 1500 patients here."
One bystander said he had seen Mr Gligorijevic the previous day.
"He is in this hospital. I saw him yesterday".
The director replied, "Yesterday was yesterday. Today is today." Dr
Grivas tried to assure everyone there was no political motive, the
motive was simply humanitarian and that he had come as a friend. As he
turned to the journalists standing all around to explain to them his
aim, the clinic director interrupted him saying that for a patient to
appear in front of the tv would be a violation of his human rights.
There was no headway being made and after a brief discussion with the
journalists, Dr Grivas and the Greeks left. Nevertheless, the person
who had visited Mr Grigorijevic the previous day claimed he was not
sick and that Mr Gligorijevic had also told him he was not sick. Mr
Gligorijevic had told him he had been tied up for three days and the
doctors were administering him drugs without his consent. When he
returned once again to see Mr Gligorijevic the following day, his
request was refused. So it was clearly not a case of Mr Gligorijevic´s
human rights being violated, as there were no journalists around any
longer. It also became apparent that, with the puzzling exception of
the clinic director, everyone knew Mr Gligorijevic was there. Indeed
the tv crews that had gathered outside when the Greeks arrived were
aware of his presence and his admission to the clinic had been
reported in the FYROMacedonian press and confirmed by the clinic two
weeks ago.
This would seem no way of acting towards someone who had dared to
voice a dissenting opinion. But the worry does not end there. In an
article in the national daily Dnevnik on the 22nd June 2002 about the
Bardovci Psychiatric Clinic, the journalist had referred to the
hospital as worse than a zoo, condemning not only the condition of its
facilities and the treatment of the patients but also that the
patients were often stripped of their legal rights, pension and
property.

In a more recent broadcast by FYROMacedonian ALFA TV (story and video
of 13.12.2008) relatives of patients complained about subpoenas
without court order or prosecution. FYROM authorities were not
addressing the illegality of those interned without their consent. One
anonymous email from FYROM condemned the situation as one in which "a
psychiatrist may decide, on his or her sole discretion, potentially
life-long imprisonment of a person. A person may be involuntarily
committed just by report to the police or ambulance service by
friends, relatives, colleagues at work, etc. for a minor verbal
misbehaviour or other non-aggressive "weirdness". There is no hearing
of the patient. Nobody informs them of their legal freedoms. There is
no lawyer or any other legal representative during the act of forceful
"commitment". There is no legal mechanism to press charges against the
hospital or any other for unconstitutional arrest and those who seek
justice are usually laughed at and derogated as "mentally ill persons,
whose words cannot be trusted".
Considering the circumstances in the clinic as reported in the
FYROMacedonian press and the placement of Mr Gligorijevic in effect
incommunicado, one has to worry not only about Vasko´s wellbeing but
also about the deteriorating state of political discourse in FYROM.
